Codifies the Railroad Safety Advisory Committee into federal law under Title 49, U.S. Code, requiring the Federal Railroad Administration (FRA) Administrator to maintain this advisory body for developing railroad safety regulations

Mandates committee membership include at least one representative from each major stakeholder group: freight and passenger railroads, Amtrak, local governments, rail passenger organizations, railroad labor unions (operating crafts, maintenance, mechanical, clerks, dispatchers), safety employees, and suppliers/manufacturers

Requires the FRA Administrator to meet quarterly with the committee to consult on regulatory programs, discuss emerging safety issues, and receive recommendations on regulatory priorities

Authorizes the committee to establish task-based working groups at the Administrator's request and to employ staff as needed; requires annual reports to Congress on committee activities

Exempts the committee from federal advisory committee termination provisions and authorizes appropriations from the Highway Trust Fund for implementation
