Dr. Yue-Cheng Yang would be granted eligibility for permanent resident status through an immigrant visa or adjustment of status, bypassing standard immigration quotas under sections 201(a) and (b) of the Immigration and Nationality Act

Any grounds for removal or denial of admission currently reflected in Department of Homeland Security or State Department records would be waived, and any outstanding removal or deportation orders against Dr. Yang must be rescinded

Dr. Yang must file the required applications with appropriate fees within two years of the bill's enactment to receive these benefits

Upon granting permanent residence, the total number of immigrant visas available to natives of Dr. Yang's country of birth would be reduced by one during the current or following fiscal year
