Amends the Higher Education Act of 1965 to expand eligibility for graduate education program grants under Section 723 to include Part B institutions (HBCUs) that offer qualified master's degree programs but are not already listed among the 18 specifically named institutions

Expands eligibility under Section 724 to include Predominantly Black Institutions (PBIs) that offer qualified master's degree programs but are not already listed among the 5 specifically named institutions

Modifies funding allocation formulas by removing the fixed excess thresholds ($9,000,000 for HBCUs and $2,500,000 for PBIs) and replacing them with distribution of "any remaining amount" after priority allocations
