Amends the Public Works and Economic Development Act of 1965 to make projects that facilitate relocating jobs from overseas to the United States eligible for federal economic development grants

Adds manufacturing sector growth as a new eligible purpose for public works and economic development grants under Section 201(c)

Expands planning grants under Section 203(a) to cover planning for job relocation and manufacturing growth projects

Authorizes training, research, and technical assistance grants under Section 207(a)(2) for activities including business cluster development, job relocation facilitation, and manufacturing sector growth

Makes economic adjustment grants under Section 209(a) available for projects bringing employment sources back to the U.S. and expanding domestic manufacturing
