Amends Section 477 of the Social Security Act to lower the eligibility age for education and training vouchers from youth who "aged out of foster care" to those who "experienced foster care at age 14 or older"

Reduces the minimum age for program participation from 16 to 14 years old

Extends maximum program participation from 5 years to 6 years for youth involved in remedial education activities

Expands allowable uses of voucher funds to include short-term Workforce Pell Grant-eligible training programs, apprenticeship programs, GED preparation, and remedial education

Takes effect 1 year after enactment
