Congressional findings cite concerns about ICE detention conditions, arrests of U.S. citizens and legal residents, and that nearly half of ICE detainees as of November 2025 had no criminal charges or convictions

Findings also state detention of individuals with no criminal record increased by over 2,000 percent under the Trump Administration
