Requires healthcare facilities employing H-1C nurses to have a provider-to-patient staffing ratio policy in place

Directs the Secretary of Health and Human Services and Secretary of State to issue implementing regulations within one year of enactment

Takes effect upon enactment and applies to H-1C visa petitions under section 101(a)(15)(H)(i)(c) of the Immigration and Nationality Act
