Requires the Secretary of Transportation to finalize regulations within 18 months mandating side underride guards on new trailers, semitrailers, and single unit trucks, with full compliance required within 2 years of finalization

Side underride guards must prevent passenger vehicle occupant compartment intrusion at speeds up to 40 mph, block vulnerable road users from sliding under trucks, and integrate aerodynamic fuel-efficiency components

Reconvenes the Advisory Committee on Underride Protection with 22 members, including families of underride crash victims, and requires monthly virtual meetings plus annual in-person meetings until final regulations are issued

Directs the National Academies of Sciences to study crashes involving the front of large trucks and GAO to review implementation of the 2022 rear impact guard rule

Requires NHTSA to create a public website with underride research resources, conduct a review of the Fatality Analysis Reporting System to identify underreported underride crashes, and develop free web-based training for law enforcement on documenting underride crashes
