Establishes a 25-year moratorium prohibiting citizens or nationals of Somalia from receiving visas or any immigration status under U.S. law

Exempts individuals lawfully admitted to the U.S. prior to the Act's enactment, lawful permanent residents, and those traveling on specific diplomatic/official nonimmigrant visas (A-1, A-2, C-2, C-3, G-1, G-2, G-3, G-4)

Makes Somali citizens or nationals categorically ineligible for withholding of removal relief under Section 241(b)(3) of the Immigration and Nationality Act

Requires the Secretary of State, in coordination with the Secretary of Homeland Security, to administer any exceptions to the moratorium

Includes a severability clause ensuring remaining provisions survive if any portion is found unconstitutional
