Eliminates the statute of limitations for second-degree murder, voluntary manslaughter, and attempted manslaughter under federal law, allowing prosecution at any time without time restrictions

Amends Chapter 213 of Title 18, United States Code by adding a new section 3302 covering non-capital homicide offenses

Applies to homicides of federal officers and employees (section 1114), foreign officials and internationally protected persons (section 1116), members of the immediate family of law enforcement officials (section 1118), and U.S. nationals abroad (section 1119)

Also covers murder of state correctional officers (section 1120) and murder of members of Congress and other officials (section 1121)
