Creates a private right of civil action allowing female student athletes to sue institutions of higher education and athletic associations in federal district court

Applies when institutions negligently or recklessly permit biologically male student athletes to compete in competitions designated exclusively for female athletes

Requires the female athlete to have suffered physical injury attributed to the inherent physiological advantages of the biologically male competitor

Damages may include compensation for physical injuries as well as the value of lost scholarships or professional opportunities

Prevailing plaintiffs are entitled to recover reasonable attorney's fees from the defendant institution or association
