Establishes the United States Capitol Police Reserve Fund with $50,000,000 appropriated from the Treasury to pay employee salaries and necessary expenses during government shutdowns

Authorizes the Chief of Capitol Police, with Capitol Police Board approval, to use fund amounts only during a lapse in appropriations for the Capitol Police

Requires any unused funds remaining as of December 31, 2026 to be transferred to the Secretary of the Treasury by January 31, 2027, at which point those amounts are rescinded

Mandates the Chief of Capitol Police submit a report on fund uses and transactions to the House Administration, Senate Rules and Administration, and both Appropriations committees within 30 days of transferring unused funds
