Economic analysis required for both businesses deploying reuse/refill technologies and parties responsible for waste collection and management

Report must identify types of local, state, and federal support needed to expand reuse systems, as well as existing barriers to widespread implementation

EPA must consider relevant programs from states, local governments, and foreign countries, and consult with reuse and refill system stakeholders
