Exempts shipments originating from or destined for commercial farms with $350,000 or more in annual gross cash farm income when transported for legitimate agricultural purposes

Requires certification documentation proving commercial farm status before air carriers may accept adult roosters for transport

Secretary of Transportation enforces the law in coordination with the FAA, with violations subject to civil penalties under existing federal aviation law

Takes effect 180 days after enactment and does not preempt stricter state laws on aviation safety or live animal transport
