Amends the Trade Facilitation and Trade Enforcement Act of 2015 to extend the interest collection date for antidumping and countervailing duty distributions from October 1, 2014 back to October 1, 2000

Authorizes a special distribution of accumulated interest to domestic producers who previously received payments under the Continued Dumping and Subsidy Offset Act of 2000 (also known as the Byrd Amendment)

Requires U.S. Customs and Border Protection to fund distributions using the Treasury Department's "Refund of Moneys Erroneously Received and Covered" account

Establishes two distribution phases: interest from October 1, 2010 forward must be distributed within 210 days of enactment; interest from October 1, 2000 through September 30, 2010 must be distributed within 210 days after the first distribution

Requires eligible recipients to file timely certifications and meet the original eligibility criteria from the Continued Dumping and Subsidy Offset Act of 2000
