Amends the Help America Vote Act of 2002 to require all states to allow any eligible voter to vote by mail in federal elections without providing a reason or meeting additional conditions beyond ballot request and return deadlines

Mandates that election officials notify voters within one business day if their mail-in ballot has a signature discrepancy, missing signature, or other defect that would prevent it from being counted

Provides voters 3 days after the state's mail-in ballot deadline to cure any signature discrepancy or ballot defect via in-person, telephone, or electronic methods

Preserves state authority to maintain in-person polling places on Election Day

Takes effect for federal elections beginning in 2026
