Prohibits new petroleum refineries from using hydrogen fluoride (hydrofluoric acid) for petroleum refining starting on the date of enactment

Requires existing refineries using hydrofluoric acid to cease its use within 5 years of enactment, affecting approximately 40 petroleum refineries currently operating in the United States

Establishes civil penalties of $37,500 per violation for existing refineries that fail to comply with the phase-out requirement

Bars the EPA Administrator from issuing any waivers to the hydrofluoric acid prohibition under the Toxic Substances Control Act

Addresses safety concerns for more than 14 million people living within a potential 25-mile impact radius of refineries using the chemical, which can cause mass casualties if released
