Restructures FirstNet leadership by creating an Associate Administrator position appointed by the Assistant Secretary, and requires at least 5 board members with public safety professional experience within 3 years

Mandates new reporting requirements including annual cybersecurity reports, adoption rate reports by profession and geography, contractor performance evaluations, and annual congressional briefings

Requires the FirstNet contractor to submit business continuity and disaster recovery plans every 5 years, notify FirstNet of outages within 30 minutes, and report outages to FCC systems
