Creates a new Office of the New Car Assessment Program (NCAP) within NHTSA, led by an Associate Administrator, along with an 18-member NCAP Advisory Committee to evaluate vehicle safety technologies and provide consumer education

Increases the vehicle exemption limit from 2,500 to 90,000 vehicles and extends the maximum exemption period to 5 years for manufacturers seeking safety standard exemptions, with a 1-year deadline for NHTSA decisions on applications

Requires NHTSA to review existing motor vehicle safety standards every 4 years to determine if any should be revised or eliminated, and allows recall notifications to be sent via email or other electronic means instead of only certified mail

Mandates multiple studies and working groups on topics including automated driving system consumer education, wheelchair securement systems, vehicle identification number modernization, and motor vehicle fire rescue protocols for first responders
