Requires manufacturers of automated driving systems (ADS) and ADS-equipped vehicles to develop and certify a "safety case" demonstrating the system will not present unreasonable risk of accidents, death, or injury before selling or importing vehicles into the U.S.

Directs NHTSA to issue final rules by September 30, 2026 establishing a National Automated Vehicle Safety Data Repository and by September 30, 2027 prescribing motor vehicle safety standards for ADS-equipped vehicles, including cybersecurity requirements.

Mandates manufacturers report covered crashes (involving fatalities, hospital transport injuries, airbag deployment, vulnerable road user strikes, or towing) to NHTSA within 30 days, along with quarterly mileage reports for ADS-engaged vehicles.

Preempts state and local laws that prohibit ADS-equipped vehicles with certified safety cases or require separate crash reporting, while preserving state authority over traffic laws, vehicle registration, insurance, and environmental regulations.

Allows manufacturers to conduct limited commercial operations (carrying passengers and freight) during testing and evaluation phases, subject to Secretary-imposed limitations on vehicle numbers, mileage, revenue, and duration.
