Establishes an Office of Native American Affairs within the Small Business Administration to build working relationships with Indian Tribes and Native Hawaiian Organizations

Creates an Assistant Administrator position appointed by the SBA Administrator, required to have knowledge of Native American cultures and experience providing culturally tailored small business development assistance

Authorizes the Office to provide grants, contracts, cooperative agreements, and other financial assistance to tribes, Native Hawaiian Organizations, and tribal-governed nonprofits for training, counseling, workshops, and educational outreach

Requires annual reports to Congress on Office effectiveness, including number of clients served in tribal communities, consultations conducted, and trainings held

Authority for the Office terminates 7 years after enactment
