Requires the Secretary of the Army, acting through the Corps of Engineers, to conduct a comprehensive assessment of Puerto Rico's water and wastewater infrastructure modernization needs within 180 days of enactment

Mandates consultation with the Puerto Rico Aqueduct and Sewer Authority and other relevant local and federal agencies during the assessment

Requires a report to Congress describing the current condition and vulnerabilities of Puerto Rico's water infrastructure

Report must include status updates on ongoing projects authorized under Section 219 of the Water Resources Development Act of 1992, including any delays or execution gaps

Report must provide recommendations for improving federal-local agency coordination to accelerate project delivery and enhance resilience against natural disasters, droughts, and system failures
