Original equipment manufacturers must provide documentation, parts, and tools to independent repair providers and device owners on fair and reasonable terms for diagnosis, maintenance, or repair of digital electronic equipment

Prohibits "parts pairing" practices that prevent installation of non-manufacturer replacement parts, reduce device functionality after independent repair, create misleading warnings, charge additional fees, or limit who can purchase parts

Federal Trade Commission enforces violations as unfair or deceptive practices under the FTC Act; state attorneys general may also bring civil actions for injunctions, civil penalties, and damages on behalf of residents

Exempts motor vehicles, medical devices, off-road vehicles (aircraft, motorcycles, marine vessels, ATVs), and safety communications equipment for emergency services

Takes effect 60 days after enactment and applies to equipment sold or in use after that date; manufacturers are not liable for damages resulting from independent repairs or data breaches connected to such repairs
