Amends the Organic Foods Production Act of 1990 to allow producers an alternative pathway to organic certification by testing soil or growing medium for prohibited substances prior to planting, rather than requiring the traditional 3-year transition period

Requires soil or growing medium to be confirmed free of prohibited substances, including synthetic chemicals, through testing or other Secretary-certified verification methods before planting

Directs the Secretary of Agriculture to issue an advanced notice of proposed rulemaking within 60 days of enactment to develop guidelines and criteria for approved verification methods

Applies the testing alternative to both general organic production standards and wild crop management certification requirements
