Establishes the Water Project Navigators Program within 180 days, administered by the Secretary of the Interior through the Bureau of Reclamation, to support development of multi-benefit water projects in eligible western states, Alaska, Hawaii, and Puerto Rico

Authorizes grants and cooperative agreements to states, Indian Tribes, local governments, water districts, acequias, and nonprofit conservation organizations to fund navigator positions that assist with grant writing, project management, and technical assistance for water projects

Prioritizes funding for Indian Tribes, disadvantaged communities (those with median income below state median), and rural communities (population under 50,000), with authority to reduce or waive the 25% non-federal cost share requirement for these entities facing financial hardship

Defines eligible "multi-benefit water projects" as those enhancing climate resilience, water efficiency, drinking water access, or groundwater management while also providing ecosystem benefits such as habitat conservation, water quality improvement, or watershed health

Authorizes $15 million annually for fiscal years 2027 through 2032, with grants limited to 3 years but extendable up to 2 additional years based on satisfactory performance
