NASA Administrator must develop a federal strategy within 18 months to assess methane monitoring and detection capabilities, including ground-based, airborne, and space-based sensors

Strategy requires consultation with relevant federal agencies and focuses on detecting methane emissions and large emission events to strengthen American energy security

Strategy goals include informing NASA research planning, enabling data use by state/local governments, academia, nonprofits, and the oil and gas industry, and supporting rapid mitigation of methane leaks

NASA must submit a report to Congress on the completed strategy

No new enforcement authority regarding methane emissions is granted to NASA or any other federal agency
