Grant recipients have 3 years to spend awarded funds, with unused portions returned to the Secretary; $45,000 reserved for administration, oversight, and technical assistance

Allowable uses include hiring personnel, providing clothing and personal necessities (up to $250 per youth per year), purchasing food and food preparation equipment, and child abuse prevention services

Requires special outreach to rural areas, Indian Tribes, Tribal organizations, and Native Hawaiian organizations when soliciting grant applications

Funding triggered when annual appropriations under Section 426(a) exceed the previous fiscal year by more than $5,000,000
