Federal Motor Carrier Safety Administration must issue final regulations within 1 year to implement a national employer notification service that automatically alerts employers when commercial driver's license holders have convictions, license suspensions, revocations, accidents, or other driving record changes

States must implement the notification service within 2 years after final regulations are issued, with noncompliance consequences tied to the commercial driver license program under 49 CFR part 384

Employers with any employees holding a CDL with school bus endorsement are required to participate in the notification service

School districts, local educational agencies, and private transportation companies providing student transportation are all considered "employers" subject to the notification requirements

Drivers must receive simultaneous notification and a copy of any report furnished to their employer through the service
