Establishes an Intelligence Transparency and Oversight Program Office within the Department of Homeland Security to review intelligence activities for timeliness, objectivity, and independence from political considerations

Creates an Ombuds position headed by a senior career employee with background in intelligence, civil rights enforcement, and addressing intelligence politicization, reporting directly to the Under Secretary for Intelligence and Analysis

Ombuds must provide confidential forums for individuals to report concerns about civil rights abuses, politicized analysis, biased reporting, or lack of objectivity in intelligence collection without fear of retaliation

Intelligence component heads must respond to Ombuds recommendations within 60 days, and the Secretary must provide requested information within 60 days

Requires annual reports to the House and Senate Homeland Security and Intelligence committees on the Ombuds' activities, findings, and recommendations
