Requires DHS to implement standardized entry-level intelligence training for all new Office of Intelligence and Analysis employees, beginning within 90 days of hire and including training on civil rights, civil liberties, and Privacy Act requirements

Mandates additional specialized training for analysts covering intelligence community standards, methodologies, and writing requirements, and for open source intelligence collectors covering collection techniques, data management, and legal parameters

Directs development of specialized and advanced training curricula, including raw intelligence release authority training, with quarterly publication of available training from other intelligence community elements and the Department of Defense

Takes effect one year after enactment, applying to new hires, employees with two years or less tenure, and those below GS-12; requires annual reports to Congress for five years on implementation

Requires GAO to submit a report within two years comparing the training program to those of other intelligence community elements and DOD, and identifying management improvements based on best practices
