Defines "forever stamp" as a definitive stamp meeting first-class mail postage requirements up to one ounce that retains full validity even if postage rates increase

Requires the stamp to be issued as soon as practicable after enactment

Recognizes Rustin's contributions including advising Martin Luther King Jr., leading the 1947 "Journey to Reconciliation" challenging segregation, and later advocacy for LGBTQ+ rights and workers' rights
