Eliminates the Carbon Reduction Program (Section 175) and PROTECT Program (Section 176) from federal highway funding under Title 23, U.S. Code

Creates a new National Bridge Program receiving 5.47660865256628 percent of remaining highway apportionment funds after other distributions

Funds may be used for replacement, rehabilitation, preservation, protection, and construction of bridges on Federal-aid highways, with state flexibility to use funds on non-Federal-aid highway bridges

Distributes funding to states using a formula: 75% based on total bridge deck area on Federal-aid highways, 25% based on deck area of bridges classified as in poor condition

Uses National Bridge Inventory data as of December 31, 2024 to calculate state funding allocations
