Amends the Homeland Security Act of 2002 to require DHS's Office of Intelligence and Analysis (I&A) to equally prioritize intelligence support to state, local, tribal, and territorial governments and private sector entities alongside support to federal intelligence community elements

Mandates two-way information sharing between I&A and non-federal partners, rather than one-directional flow from field entities to the intelligence community

Requires I&A to maintain robust engagement with fusion centers and use forward-deployed intelligence capabilities to identify emerging threats

Requires the Under Secretary for Intelligence and Analysis to submit a report to Congress within 180 days detailing implementation steps, progress on two-way information sharing, effectiveness metrics, and any required resource or organizational changes

Preserves existing watchlisting functions of I&A without alteration
