Secretary of Homeland Security must submit a strategy to modernize the National Terrorism Advisory System (NTAS) to Congress within one year of enactment.

Strategy must address designating a specific DHS office to oversee NTAS, criteria for issuing and sunsetting bulletins and alerts, public accessibility, and effectiveness in communicating terrorism threats.

Secretary must engage with individuals, stakeholders, private sector, and Federal, State, local, Tribal, and territorial law enforcement to gather feedback on modernization options.

Comptroller General must submit a report on implementation of the strategy to congressional homeland security committees within two years of enactment.
