Requires the Bureau of Land Management and U.S. Forest Service to complete studies within 3 years determining the dollar value of liquid, gaseous, locatable, leasable, and salable minerals on federal onshore lands

Requires the Bureau of Ocean Energy Management to complete a similar 3-year study of mineral values in federal offshore areas, including crude oil and natural gas deposits

Studies must cover national monuments designated after December 31, 1999, areas of critical environmental concern, withdrawn lands, marine national monuments, and offshore areas under moratorium

Excludes National Park System units and national monuments designated as areas of critical environmental concern before January 1, 2000 from the study requirements

Allows agencies to contract with private entities to complete the mineral valuation studies
