Amends Section 214(g)(1)(A) of the Immigration and Nationality Act to set the H-1B visa cap to zero starting in fiscal year 2027 and all succeeding fiscal years

Current H-1B visa allocations would continue through fiscal year 2026, then permanently cease

Effectively eliminates the H-1B specialty occupation worker visa program entirely
