Secretary of Homeland Security is prohibited from detaining aliens prior to a removal order when they arrive at or depart from DHS field offices or Executive Office for Immigration Review facilities

Exception applies to aliens determined by an immigration judge to lack "good moral character" under Section 101(f) of the Immigration and Nationality Act

Amends immigration law to specify that unlawful presence or unlawful entry alone cannot be the sole basis for a "not of good moral character" determination

Attorney General is prohibited from publicly displaying names of parties to immigration proceedings outside courtrooms or in any publicly accessible areas of immigration court facilities
