Requires the Secretary of Agriculture to use the IBTrACS (International Best Track Archive for Climate Stewardship) data set from NOAA when determining county eligibility for Hurricane Insurance Protection-Wind Index (HIP-WI) indemnity payments, beginning with crop year 2027

Authorizes use of an alternative data set when IBTrACS data is incomplete and weather stations or data sources in the affected county or adjacent counties were damaged or provided incomplete information

Alternative data must come from weather stations operated by land-grant colleges or universities that are certified as compliant with National Weather Service standards

Secretary of Agriculture must compile and publicly post alternative data sets on the USDA HIP-WI website, including hurricane season, name, time, location, maximum sustained winds, category, and wind extents

Secretary must issue implementing regulations and revise HIP-WI guidance within 180 days of enactment
