Increases the maximum education and training voucher amount for foster youth from $5,000 to $12,000 per year

Allows states to establish grace periods for youth to continue participating in voucher programs after leaving education or training, following assessment and consultation with the youth

Requires states to make reasonable efforts to ensure eligible foster youth are aware of available voucher benefits, including coordination with existing programs

Mandates creation of a simplified, user-tested, standard electronic application form for vouchers using accessible terminology

Requires the Secretary of Health and Human Services to develop model guidance for states in consultation with youth who have experienced foster care; amendments take effect 1 year after enactment
