Prohibits the Director of the Office of Personnel Management, Special Counsel, Director of the Office of Government Ethics, and Archivist of the United States from simultaneously holding or performing duties of any other federal position, including when serving in an acting capacity.

Amends the Federal Vacancies Reform Act to prevent the President from directing any individual already serving in an acting capacity for one office to also serve as acting officer for another vacant position.

Bars all individuals occupying Level I Executive Schedule positions (Cabinet secretaries and equivalent) from holding or carrying out duties of any other federal government position, whether in a permanent or acting role.
