Amends the Social Security Act to require Quality Improvement Organizations (QIOs) to support facility-based healthcare providers in preparing for and responding to extreme weather events, addressing both physical and chronic risks to providers and patients.

Transfers $50,000,000 from the Federal Hospital Insurance Trust Fund to the CMS Program Management Account for fiscal year 2026, with funds remaining available until expended.

Defines eligible facility-based providers as hospitals, psychiatric hospitals, skilled nursing facilities, critical access hospitals, long-term care hospitals, rural emergency hospitals, and inpatient rehabilitation facilities.
