Expands non-Federal hydropower development authority at Bureau of Reclamation facilities from only "small conduit hydropower" and "pumped storage hydropower" to all hydropower using any Bureau of Reclamation facilities

Replaces references to "conduit" facilities with broader "works facility" terminology, encompassing both reserved works facilities (operated by Bureau of Reclamation) and transferred works facilities (operated by non-Federal entities under contract)

Allows Federal Energy Regulatory Commission authorizations for hydropower projects to remain in place until they become inactive, with renewal options available; jurisdiction transfers to Bureau of Reclamation only after authorization becomes inactive

Limits the scope by specifying that nothing in the amendments expands Bureau of Reclamation lease of power privilege authorities outside the project boundary

Amends Section 9(c) of the Reclamation Project Act of 1939 (53 Stat. 1194) and updates the reference date from August 9, 2013 to the enactment date of this Act
