Establishes a Child Care and Development Innovation Fund pilot program within 90 days of enactment to expand child care access for parents working nontraditional hours (evening, night, weekend shifts, or schedules set less than 7 days in advance)

Awards competitive grants of $25,000 to $500,000 for 5-year periods to eligible child care providers or partnerships to expand existing programs, establish new facilities, create workplace child care, or enter enrollment-based contracts with providers

Requires a 25% non-Federal cost match from grant recipients and allows funding for staffing, facility improvements, curriculum development, health and safety compliance, and safe sleep training

Authorizes the Secretary of Health and Human Services to reserve up to 1/4 of 1 percent of Child Care and Development Block Grant appropriations for fiscal years 2027 through 2031 to fund the program

Mandates biennial reports to Congress on the number of children served, parents' employment status, and the impact on child care availability
