Requires the Secretary of Housing and Urban Development and Secretary of Agriculture to withdraw the final determination "Adoption of Energy Efficiency Standards for New Construction of HUD- and USDA-Financed Housing" (89 Fed. Reg. 33112)

Prohibits HUD, USDA, and the Department of Veterans Affairs from using federal funds to implement or enforce the withdrawn energy efficiency standards or any substantially similar determination

Prohibits the Director of the Federal Housing Finance Agency from finalizing, implementing, or enforcing any energy efficiency standards for single and multifamily housing

Reverts energy efficiency standards for covered federal housing programs to the requirements that existed before the withdrawn determination

Amends the Cranston-Gonzalez National Affordable Housing Act to require that at least 26 states must have adopted a comparable energy efficiency code before any revised federal standard can take effect
