Requires passenger-carrying scheduled charter operations with more than 9 passenger seats to be regulated under FAA Part 121 standards (same as commercial airlines) rather than the less stringent Part 380 public charter rules

Takes effect 90 days after enactment, regardless of whether the FAA has issued implementing regulations

Defines "passenger-carrying scheduled charter operation" as any public charter where the operator advertises departure location, departure time, and arrival location in advance
