Authorizes the FAA Administrator to detect, monitor, seize, disable, or destroy unmanned aircraft systems that pose credible threats to national airspace safety, and to share threat information with State, local, Tribal, and territorial law enforcement agencies

Establishes a 3-year pilot program allowing up to 4,000 State, local, Tribal, and territorial law enforcement agencies to acquire and operate FAA-approved counter-drone mitigation systems at designated high-risk facilities, with applications accepted 60 days after enactment

Creates a special pilot program for the 2026 FIFA World Cup, designating up to 40 law enforcement agencies in host cities to use counter-drone systems from March 1 through September 30, 2026

Provides permanent authorization for registered law enforcement agencies to use approved counter-drone systems after the pilot program terminates, subject to FAA-established training criteria, equipment approval, and reporting requirements

Requires privacy protections consistent with the First and Fourth Amendments, including immediate disposal of intercepted communications unless needed for law enforcement investigations, and mandates regular reporting to Congress on authority usage and civil liberties complaints
