Amends Section 477 of the Social Security Act to add "legal counseling access" as an allowable use of John H. Chafee Foster Care Program funds for youth transitioning to adulthood

Requires state chief executives to certify that case planning processes consider legal issues affecting current and former foster youth in areas of housing, education, employment, and family connections

Legal issues to be addressed include state court records, legal recognition of family relationships, and matters relating to custody and permanency

Takes effect 1 year after enactment, applying to state plans approved by HHS Secretary on or after that date

States requiring legislation to comply may receive a delay until the first calendar quarter after their next regular legislative session
