Amends the Consolidated Farm and Rural Development Act to authorize new grants and low-interest loans (0% or 1%) to rural water, wastewater, and waste disposal facilities

Allows the Secretary of Agriculture to forgive principal or interest, modify loan terms, or refinance existing loans for eligible rural water systems

Assistance may be provided to ensure facilities maintain public health, safety, or order, or to address financial hardships in disadvantaged or economically distressed areas

Requires the Secretary to establish a residential indicator of affordable water services based on cost per household as a percentage of median household income
