Requires HHS to collect and share detailed sponsor information with DHS before placing unaccompanied alien children, including name, SSN, date of birth, address, immigration status, background check results, and proof of relationship to the child (including DNA testing for claimed relatives)

Mandates at least one in-person home visit before placement to confirm safety and suitability of the placement environment

Requires non-citizen sponsors to consent to electronic monitoring (potentially GPS) for the duration of the child's immigration proceedings and to execute a bond of at least $5,000 to ensure the child's appearance at immigration hearings

Directs HHS to report children as missing to the National Center for Missing and Exploited Children if the sponsor cannot be contacted or fails to respond to well-being checks within 120 days after placement

Requires HHS to share placement information with state/local health or welfare agencies within 30 days and to attempt to contact the parents of each unaccompanied alien child
