Requires the Comptroller General to submit a report to Congress within 1 year examining chameleon carriers, including estimated numbers on U.S. roadways, fatalities and injuries caused since March 2012, property damage, evasion methods, and DOT enforcement shortcomings

Directs FMCSA to develop, test, and implement within 1 year an advanced automation tool to detect chameleon carrier applications during the DOT number registration process

The detection tool must identify characteristics indicating substantial continuity between entities, such as commonality of ownership, officers, addresses, equipment, drivers, insurance policies, and facilities

Requires memoranda of understanding between FMCSA and federal agencies (Treasury, Justice, DHS, Commerce, State, USPS) and state agencies to share information for the tool's implementation

Establishes an appeals process allowing applicants denied a DOT number based on tool flags to seek redetermination within 30 days, with final registration decisions remaining with FMCSA employees rather than automated systems
